What are
your stories?
Karnataka
:
There
are seven departments:
Two DDPI
( Admin & Development )
Admin:
All the organising work
Dev:

Language
Training teacher doing a research.
BRCC:
Block Resource Centre Coordinator
He was
dynamic, worked as High School HM.
I was
overwhelmed by looking at that school.
Mandya:
Work of the Foundation?
Teacher
Learning Centre
Anu:
Gulbarga: Nalli Kalli was functioning way better than in Bengaluru. As soon as
you enter you come to know its a Nalli kalli classroom. The teacher had put in
lot of effort to create the TLM.
The
teachers were involved. The TLMs were being used. The kids were actually using
the resources. That was a really nice thing to see.
Why was
it different there?
I think
the teacher makes a huge difference. The teachers seemed much more interested.
They got uniforms sponsored by an MLA. There was a lot of initiative taken by
the teacher to ensure student learning.
Gulbarga:
We went for the community visit. What I found interesting was all the village
people had a positive attitude towards education. Parents were ready to send
there children anywhere they wanted to study. I saw some people who had B.Ed
with good percentage who were engaged in farming.
We
visited a school in the village of Okhli. And the school has a beautiful
gardening. Nowhere did I see such a beautiful garden. The school has got many
awards for maintenance. The principal gave credit to the teachers, SDMC and the
students.
Any
other person from Gulbarga?
There
were three teacher learning workshops. They use local materials. The teachers
were committed. They used 'blocks' to teach maths. They used local materials
like seeds and stones to teach maths.
Anyone
else?
I liked
the relationship between teacher and student. They would explain nicely. They
didn't scold the children even when they were unruly. I didn't see the stick
being used. The teacher mentioned that they would share motivational stories
apart from the usual academics.
Should
we move to Uttarakhand?
Yadgir:
A senior lecturer from DIET. With the
conversation with the lecturer at DIET. They talked about the enrolments going
down because of the D.Ed.
Even if
you put out a notification for teacher vacancy, very few would apply. The
teachers were not able to qualify the CET and TET exams. They were not getting enough lecturers for
DIET. Another question we had was their responsibility to observe classes. Is
there collaboration between the lecturers and the BRCc.
Government
trains the MRPs. That was with DIET.
In all
the functionaries meeting, there was one person who could talk in English. One
interesting thing that BRP and CRP served in their post for five years and then
would go back to teaching.
Teachers
were quite happy attending the trainings at APF.
Teachers
would come for evening circles.
The
teachers could choose the module which they would be interested in. Online
platform. Some trainings didn't make sense.
Adding
to what she said, we visited DIET on a weekday. It was a weekday. We asked why
there were no classes. There were only four students for D.Ed. The lecturers
had to literally call the students. The students were planning to quit the
D.Ed. The same is not applicable for B.Ed. It was going well.
Who's
next?
Uttarakhand?
Could
you start with Uttarakhand?
Start!
Anyone! From the back.
Anyone!
Pehle tum. Pehle aap.
Udham
Singh Nagar. Did you meet Ashish Tripathi?
Ashish
was first batch alumni.
There
were only seventeen students in a class with only two teachers. One of the
teacher was on a maternity leave. I don't know how she was managing to take the
classes. There was a kid with dyslexia. I talked to her when she told us, her
parents told her that she had an accident because of which she struggles in
learning.
We will
try to discuss what's not discussed already. We shall avoid repeating the
stories.
So, we
can talk about the DIET of USN and the functionaries whom we met.
BEO from
Sitarganj. (1 - 8)
DEO (
Deputy Education Officer ) 9-12
Primary
School Officer.
The DIET
was reasonably well staffed.
Seven
departments.
The
first session that we attended was a ten day basic course on computers.
The
person would show a video. It was funny in the sense that the instructor was
there. The y were making video calls to their home. And the lecturer didn't
seem to be concerned. Post that their computer... Agenda was creating and
deleting a video.
We
questioned the method and the rationale of the instructor.
Dr.
Saxena, In-service teacher training.
He told
us a lot about the DIET. D.El.Ed have a lot of students. They train the
students. It has a field and theory component. They also experienced a DElEd
classroom which was remarkably better that other teachers.
The
problem is that the teacher recruitment will happen according to seniority.
These old teachers have degree but their motivation level is really low. Its
very difficult to motivate them. The State government issues ads. The earlier
you did you B.Ed the earlier you get your job. They have a lot of paucity of
funds in this regard.
We also
met the Pracharya of the DIET. That was a terrifying conversation which we had.
All the knowledge was in the Vedas. A teacher training can be driven only by
the teacher's motivation. We also met two DEOs and one BEO.
The
discussion was about the kind of work the teachers were given. Time crunch for
teachers. The teachers job is 24x7. They didn't find any issue with extra work
given to teachers. Every school has a kitchen which was clearly not the case.
One of the BEO categorically said that there was no caste discrimination.
Did you
find any MDM happening in the schools? Anything regarding MDM?
The
problem village teachers faced was they had to bring the grocery all by
themselves. It was surprising to see two teachers handling the students. They
were teaching one on one. There I found the caste issue while .. Last year
there were SC students . We motivated them to take admission in other school.
The SC students can't stay with ST students. The teacher himself motivated the
student to go to other school.
It was
raining heavily. A first standard student was hit four-five times by a teacher.
The teachers believed in corporal punishment. The D.El.Ed students were
performing well. The BEO and DEO were blaming the parents for not being
responsible for their child's learning.
One
interesting concept that hasn't been implemented. Every DIET is supposed to
have LAB schools which can be used for testing the pedagogies. DIET folks that
it would be a good idea to have a LAB school just like APF schools.
***
We were
in Dehradun, Vikas Nagar Block. The people there were quite welcoming. We
visited three primary schools and two upper primary schools. 22 was highest
enrolment, the lowest being 3 which was on the verge of closing down.
The
teachers are concerned that the enrolment is decreasing. 1:30 ratio is a
problem. Parents thought that because of one teacher s/he may not be able to do
the job. The infrastructure was good and classrooms were print rich. In upper
primary the kids would decide the proportion of food, the teacher would then
taste the food.
SMC
meetings. It was just a task on the checklist. The parents had a lot of work to
do. They would just sign and leave. From this year the government has been transferring the money of the textbooks
instead of providing the textbooks. Because of this there was just one textbook
in the classroom.
Ap: The
kids would walk four to five kilometers. It was a mountainous area. Did you
trek? It was a mixed terrain. The classrooms were SMARTCLASS. The assembly was
good.
***
Chhattisgarh
- Dhamtari, Janjgir
I will
speak about the functionaries we met.
From
Janjgir:
So when
we met the CAC.. Helping the teachers with pedagogical concerns.
They
don't have the option of resisting orders from higher authorities.
Janjgir,
most faculty posts were filled. Funds from the centre were irregular. The have
not been able to coordinate. This in turn is affecting the quality of pedagogy
in the classroom. We saw the presentation of TLMs. Most students were able to
explain it properly.
We met
HMs. Instead of 1:30, it should be one teacher per class.
The
twenty five percent quote ... Most children from Janjgir went to private
schools. The government school children get stepmotherly treatment.
I am not
talking about the caste system, Its there everywhere in India. In this
programme a lot of head teachers come for the training. They are talking about
the problem of playgrounds. Lack of sports facilities. Lack of teachers,
community not interested in school. Poverty, problems of the migrant people.
They were talking only about the problems outside their locus of control. They
are not sending children to schools. They are only blaming the policy and the
community. They are not talking about how to improve the teaching.
There
were overall 38 head teachers were there but only 18 were present.
The
thing that I noticed.. I went to two schools. Its in the centre of the city.
The infrastructure was good. In Ringini. Comparing kids' knowledge.. The
knowledge of kids in the village was more. The other thing that I liked about
the APF's work was the Baal Mela. They would engage the students with different
kinds of activities.
Anyone
else?
Done?
Chhattisgarh?
So I
went to Raigarh. Visited the DIET. Pathetic situation. Only three out of
sixteen were present. No one wants to work with the DDPI Dev. DIET offers
preservice and inservice teacher training. APF has worked with SCERT and NCERT.
Education, society, curriculum.... The problem is that the faculty who are
there are not equipped. For every question there had just one answer, "The
teachers are not interested." They do not want to take the responsibility
to generate the interest. The teachers had to travel three hours to travel for
their training. The teachers are already jam packed . The DIET people are
telling that they are trying to implement the TLS programme but there wasn't
much evidence for the some.
APF has
become a substitute for DIET. It seems like a wise decision for now but could
be problematic in the future.
Do you
have research-action?
Research-action
has been substituted with education technology!
Dharamjaygarh
is a tribal area with plenty of research areas.
***
We went
to MP. There we visited Khargone DIET. I just felt that the DIET lecturer
shouldn't have been there. His talks didn't reflect the seriousness. If you
want to master
Enrolment,
Attendance and Drop Out.
Three
things are important. All are the problems of teachers. I will give you grades
if you want any.
What do
you mean by quality education? He avoided the question.
These
are also good learnings.
Now you
are feeling frustrated but many of you will go to problematic places to explore
more.
Dhamtari:
we were sixteen people.
We were
divided into three groups: Bakara, Magri, Something..
My team
in Bakara met BEO and ABEO. He was interested in answering the questions. The
BEO gave us life lessons about how to be successful in life. He leads the
position because he has political power.
The foundation offers different ways of teaching but a teacher finds it
difficult to practice what is taught in the training. Language is also a
problem. Sahu community leading the area.
I went
to Magarlo block. The school was working very properly. The teacher-student
relation was really well. The teachers were quite young. They are aware of case
system. For eg. In the assembly they don't have any religious thing. They just
have the National Anthem.
There
would a two minute meditation session. After that any student could come and
ask any question.
In the
MDM every students would have to contribute four rupee per meal. The teachers
were interested to give egg to the students. The community wanted to build a
temple inside the school.
New BEO
was incharge. He talked about the lack of teachers and students in the
education system. Most of the private schools were under RSS.
In
Dhamtari, almost hundred students are studying D.El.Ed.
In CG
there are ___ DIETs.
In every
year the students have to identify research topics.
I want
to share my personal experience. All of my batchmates were walking. We stayed
back in the bus. Instead of sitting, we started walking back. We saw an
intoxicated person. I and Rev were walking. That person came to us. He was not
standing properly. He was dancing. He just came near to us. We shouted Krishna.
He also shouted Krishna.
The
other thing was in the school all the work was done by the kids, getting the
plates, washing the plates. We were forced to give our plates to the kids. The
kids may not say their first name but would surely say their caste.
What is
your caste? Why have you not married? Why short hair?
The
people couldn't accept the fact that three girls wanted to see a lake.
Mahua.
If you consume mahua and you're in the sun, and if you consume, you're a gone
case!
Communities
have their own version of drugs. Amal.
Interesting
stories have come up.
CG: BEO
paid ten lakhs for his post. They also have some kind of connection. Its all
corruption.
I am
surprised how MDM is not happening.
***
Rajasthan:
I went
to Barmer in Rajasthan. I don't know Hindi. The mother tongue of the people is
Marwari. Our accommodation and food was not well.
It was
really interesting. The stay was horrible. The food was very bad. I don't know
how you managed. We visited few of the pretty good schools.
This is
post office.
We didn't manage to go to the DIET which is in Barmer.
The BEO
office had interschool games.
What was
interesting?
The
caste system was quite open and a high level of caste discrimination.
Girl
education is highly there.
In
office, no no no, we have all the schemes.
Child
marriage. Another thing was... There were muslim students. The married kids
wear certain kind of jewellery. Its as if welded to their hand.
The kids
get married by they are five-six.
They
determine the sex of the child and fix the marriage.
If you
don't not believe in the caste system, you are animals.
Some of
the stories I also know.
***
Some of
us were thought of us child kidnappers.
What do
the child kidnappers do?
The
entire village stopped children from going to school.
By
tomorrow you'll get a mail about the what we did and what we will do now.
Many of
these things will get covered in the next two units. You are overwhelmed with
lots of experiences.
Next
week praticum will start.
Take a breath from the practicum thing. I will tell you about policies. Maybe Friday.
Tomorrow
you will get a kind of recap.

What is a policy?
- Set of measures
- Statement of intent
- Method of intervention into a sector
- Objectives ( of the state )
- Rules & Regulations.
- Strategy or scheme for decision making
- Action
Eg.
NO DETENTION POLICY
- Why? What is the purpose of the policy?
- How is it stated?
- It is an action or proposed action?
Kids ended up
staying in one grade for a really long time.
The elder kids
would be teased.
What was
accompanied with No Detention Policy?
Is it a stand alone
thing?
No Detention is not
stand alone. Its CCE. Continuous Comprehensive Evaluation. How is it different
from exams?
Mm: Our exams were
split into two terms exams. We would get tests and projects. Instead of marks
we ...
The smaller tests
were called formative assessments and the end of the term assessments were
called summative assessments. Formative is continuous. It could be group work,
throughout the year it will be conducted. Marks and grades have a similar
connotation. We identify some problem to resolve it. Tentative statement -
policy. Problem - people were failing, detention was a problem.
Policy is not an

scheme, policy, act?
Is an act and
policy same?
Act can be
legally enforced, policy cannot be.
For a policy, one
cannot go to the court.
RTE, 2009.
States also had
their own RTE Acts.
There are
particular clauses in the RTE which shall be discussed. What is RTE talking
about physical infrastructure of the school?
Go Through the
RTE Act in Detail. Pick up one of the area and explore.
Why is RTE act
not applicable on Epsilon school?
RTE Act: Has
chapters, like infrastructure, teachers, SDMC, how community should
participate, what is expected right now as general policy of India.

informal and build a rapport. Take some time to get adjusted.
Keep the
objectives in your mind.
How do we build
perspective?
